Leander Request for Qualifications for Materials Testing, Inspections, and Observations Services

The City of Leander is requesting Statements of Qualifications to establish a pre-qualified pool of professional respondents for materials testing, inspections, and observations services. Approved respondents may be contacted for requests for proposals or selected directly for project-specific task orders on an as-needed basis over a three-year agreement period. Eligible onshore US individuals, firms, corporations, or partnerships possessing proper Texas licensing may apply. Submittals must include proof of licensure and at least one registered professional project manager with a minimum of five years of experience. All questions are due by November 16, 2026. Qualification responses must be submitted electronically via the City's online portal by December 1, 2026, at 2:00 PM CT. Submittals will be evaluated based on relevant qualifications and experience (30 points), proposed staff (20 points), available resources and location (20 points), methodology and approach (20 points), and added value (10 points).
