- Active Federal Communications Commission (FCC) Registration Number (FRN) and not in Red Light Status
- Certified reseller of parts and equipment
- 3 reference sites using vendor service 3 years or more
- Active registration with the California Department of Industrial Relations for public works
- Equipment must not contain telecommunications equipment prohibited by the FCC
