Escambia County Bayou Grande Watershed Management Plan Development Services

Escambia County requests proposals from qualified professional firms or multidisciplinary teams to develop the Bayou Grande Watershed Management Plan. The selected consultant must conduct comprehensive public outreach and participatory planning, identify stakeholders, host public meetings and workshops, prioritize data-driven implementation projects, and formulate conceptual designs, cost estimates, property needs, permitting considerations, and funding strategies to help the county diversify its funding. Only USA onshore organizations are eligible to bid, and the work will be performed offsite. Vendors may attend a non-mandatory pre-bid meeting on November 12, 2026, and must submit questions by November 30, 2026. Proposals must be submitted electronically through the county portal by 1:00 pm on December 7, 2026. The county evaluates submissions through a multiphase process, beginning with an initial evaluation against specified scoring criteria to shortlist the most qualified firms. Shortlisted vendors may advance to Phase 2 for interviews, oral presentations, and discussions, after which the committee recommends the highest-scoring firm for award.
