Utilities Strategic Communications Support and Advisory Services for Escondido

The City of Escondido Utilities Department seeks qualified consultants to provide ongoing strategic communications, messaging development, and related advisory services. The selected contractor will assist with communications planning, messaging architecture, talking points, FAQs, stakeholder strategies, and specialized support for utility rate studies, billing methodology changes, and Proposition 218 proceedings. Performance will occur offsite under a three-year contract, and total compensation will not exceed $200,000. Only onshore USA organizations are eligible to submit proposals.
