Michigan Behavioral Health and Substance Use Disorder Benefits Administration

The Michigan Civil Service Commission Employee Benefits Division seeks a contractor to administer Behavioral Health and Substance Use Disorder benefits for enrollees in the self-funded State Health Plan Preferred Provider Organization. The contractor must provide a fully functional plan, partner with the Plan Sponsor, deliver financial management and reporting, maintain fraud detection and claim recovery procedures, and manage member appeals and customer service. Eligible bidders must be USA organizations operating as licensed Third-Party Administrators in Michigan, licensed Michigan insurance companies, or statutorily qualified entities authorized to provide administrative services only and cost-plus arrangements. Bidders must perform work offsite and submit digital proposals online or via email, including proof of licensure, staffing resumes, and an organizational chart.
