Cape Horn Substation Upgrades and Site Construction Services

The buyer seeks a qualified vendor to provide Cape Horn substation upgrades service for a government authority located in Washougal, Washington. The required scope of work includes clearing, excavation, backfill, compaction, base and finish course rock surfacing material, driveway access development, paving, site restoration, and landscaping. The selected contractor must also install temporary and permanent perimeter fence and gates with signs, erect a prefabricated control building onto a foundation slab, and perform testing and readiness per technical specifications. Eligibility is restricted to onshore USA organizations, and all work must be performed onsite. A mandatory pre-bid meeting will take place on November 25, 2026, and all questions must be submitted no later than December 01, 2026.
