South Dakota Department of Education TSL Grant External Evaluator Services

The South Dakota Department of Education's Division of Accreditation and Certification seeks a qualified consultant to provide independent external evaluation, specialized data coordination, reporting, and evaluation assistance across all three project years of the TSL grant. The selected vendor will evaluate educator workforce initiatives, conduct strategic staffing implementation reviews, collect stakeholder feedback through surveys and focus groups, perform longitudinal educator analyses, and monitor performance measures to guide decision-making. Eligibility is limited to onshore United States organizations performing work offsite. Vendors must submit questions by November 13, 2026, at 5:00 PM CT, and submit final proposals digitally via email or online by December 2, 2026, at 5:00 PM CT. The state evaluates proposals using a point system based on experience, qualifications, and approach (25 points), cost and reliability (15 points), and record of past performance (15 points). The state may also require oral presentations and live demonstrations prior to negotiating an agreement.
