Community Insights and Resident Survey Research Consultant Services

The City of St. Charles, Missouri, is seeking proposals from qualified professional research firms to design, execute, and analyze a comprehensive mixed-methods community insights initiative. The required scope includes quantitative survey research, qualitative focus groups, data synthesis, an executive summary brief, an in-person leadership presentation, and a longitudinal research roadmap to guide municipal priorities and resource allocation. Eligibility is limited to onshore U.S. organizations. Firms must submit all questions no later than November 13, 2026. Complete proposals must be received by 2:00 p.m. City Time on Wednesday, November 25, 2026.
