Cully TIF District Business and Community Engagement Services

Prosper Portland requests competitive proposals from qualified individuals, firms, or teams for public engagement services to understand challenges facing displacement-vulnerable businesses and residents in the Cully Tax Increment Financing District. The required scope includes conducting a survey across a representative sample of retail, service, industrial, and home-based businesses, interviewing vulnerable small businesses, and interviewing commercial property owners regarding leasing and redevelopment barriers. Proposers must be onshore USA organizations. Prosper Portland evaluates proposals across 100 points, allocating 30 points for experience and capabilities, 20 points for community connections and local knowledge, 30 points for project approach and understanding, 20 points for business equity, and a pass/fail assessment for the fee proposal. The contract budget is $25,000 to $50,000. Proposers must direct questions to Solicitation Coordinator Caleb Comas by November 20, 2026.
