CareOregon RFP for Medicare Advantage and Part D Bid Consulting Services

CareOregon, Inc., on behalf of Health Plan of CareOregon, Inc. dba CareOregon Advantage, requests proposals for Medicare bid consulting services. The selected contractor will provide actuarial consulting, coordination, modeling, documentation, certification, and regulatory support for annual Medicare Advantage and Part D bid submissions beginning with the calendar year 2028 bid cycle. Eligibility requires onshore USA organizations, and CareOregon data must remain in the continental United States at all times. Proposals must be submitted via email to [email protected] no later than December 1, 2026, at 2:00 PM Pacific Time. Evaluations allocate up to 25 points for fees and 10 points for equity, diversity, and inclusion efforts, alongside reference checks. Fee structures must use fixed-fee or time-and-materials with a not-to-exceed cap, and rate escalators generally cannot exceed 3 percent.
