Cloud-Based Alert Warning and Notification System for State, Municipal, and Tribal Jurisdictions

The State of Rhode Island Department of Administration seeks a commercial-off-the-shelf or Software as a Service cloud-based alert warning and notification system. The solution must provide a unified, multi-tenant platform serving 50 to 700 users across a statewide tenant, 39 municipalities, recognized tribal nations, and seven core state agencies, while supporting Integrated Public Alert and Warning System capabilities such as Wireless Emergency Alerts and the Emergency Alert System. Only onshore USA organizations are eligible to bid, and performance will occur offsite. Bidders must submit all questions by November 16, 2026, and include completed participation plans for certified MBE, WBE, or Disability Business Enterprise subcontractors at the time of bid. The resulting contract will have a three-year performance period.
