Airport Identity Management System and Maintenance and Support Services

The City and County of San Francisco and San Francisco International Airport seek proposals for a commercial off-the-shelf, cloud-based Airport Identity Management System (AIDMS) along with maintenance and support services. The selected vendor will deliver an AIDMS featuring a secure, public-facing web portal for credential applicants and authorized signatories, open APIs and SDKs, automated background check submissions, training completion tracking, and capabilities for future biometric template integration. Performance will take place offsite under an anticipated five-year contract term, and eligibility is limited to onshore USA organizations. Interested proposers may attend an optional pre-proposal conference on November 10, 2026, at 10:00 AM via MS Teams. Proposers must submit written questions through the Airport e-Procurement portal by November 18, 2026. Proposals must be uploaded in Adobe PDF format to the Airport e-Procurement portal by December 4, 2026, at 2:00 PM. Evaluation criteria include a 10-point price proposal covering two years of maintenance and support and required third-party licenses, as well as an optional 25-point oral interview.
