On-Call Right-Of-Way and Property Research, Survey, and Mapping Services

The Los Angeles County Sanitation Districts seek proposals for on-call right-of-way, property research, survey, and mapping services. Contractors will prepare annexation maps and geographical descriptions, conduct right-of-way and property research, review title reports, and prepare plats, exhibits, and legal descriptions for district facilities, annexations, and real property transactions. Eligibility is restricted to onshore United States organizations performing work offsite. Interested firms must upload separate technical and cost proposal files through QuestCDN by 11:00 a.m. PT on Monday, December 14, 2026. A non-mandatory pre-proposal conference will take place via Zoom on November 20, 2026, at 9:00 a.m. PT, and all questions must be submitted online no later than November 30, 2026, at 3:00 p.m. PT. The cost proposal accounts for 30 percent of the evaluation, which is scored based on the grand total cost from the sample task estimate using proposed hourly rates. The responsive proposal with the lowest grand total cost receives the full 30 points, while other proposals receive points inversely proportional to their cost.
