Lancaster Adaptive Transportation Management System Conversion Evaluation Service

The City of Lancaster seeks statements of qualifications and proposals for an adaptive transportation management system conversion evaluation. The selected consultant must provide overall project management, conduct a technology readiness assessment, evaluate existing detection and communication systems, and assess corridors for an initial pilot project. Additional duties include performing a planning-level benefit-cost analysis, inventorying infrastructure, establishing baseline performance measures, and developing a phased implementation roadmap. Only onshore U.S. organizations are eligible to bid, and respondents must submit local business licenses, professional certifications, and non-negotiable insurance requirements.
