Comprehensive Transportation, Public Realm, and Downtown Revitalization Study for Port Chester

The Village of Port Chester and the Village of Port Chester IDA require a consultant to prepare a Comprehensive Transportation, Public Realm, and Downtown Revitalization Study for Liberty Square, Summerfield Park, and the Lower King Street Corridor. The scope spans project management, existing data review and inventory, transportation operations and safety analysis, public realm and urban design assessment, stakeholder engagement, alternatives development and evaluation, implementation phasing, funding identification, and draft and final study documents. Only onshore USA organizations are eligible to submit proposals for offsite performance. Proposers must submit required certifications, an hourly rate schedule, lump-sum task fees, and a total lump-sum fee via Attachment B by Thursday, December 10, 2026, while submitting all questions by November 17, 2026. Responsive proposals will be evaluated based on consultant and key personnel qualifications, understanding of the study, technical approach, and relevant experience.
