The buyer seeks a vendor to supply an enterprise resource planning system, a grants management system, and implementation services for a one-year contract period. The required scope includes accounts payable, human resources, accounts receivable and billing, interfaces, budget and forecasting, payroll, chart of accounts, procurement, contract management, project management, document management, financial and reporting, fixed assets, time entry and attendance, general ledger, vendor management, grant management and billing, and workflow. Vendors must perform the work offsite and meet the USA-only onshore eligibility requirement. The buyer requests proposals to establish the budget. Vendors may submit responses digitally via email or online. The buyer will hold an optional pre-bid conference on September 28, 2026, and requires all questions by October 12, 2026.
