Traffic Engineering Services for Citywide Bike Lane Installation and Safety Enhancements

The City of Orange Public Works Department is requesting proposals from qualified traffic engineering consultants for the Bike Lane Project (SP-4316) HSIP-5073(104). The selected consultant must prepare plans, specifications, and estimates for installing bike lanes and green paint at conflict points throughout the city to enhance bicyclist safety. Eligible proposing consultants must have relevant experience in traffic engineering design for bike lanes and the ability to follow state-funded HSIP project guidelines. Work must be performed onshore and onsite. Consultants must formally request by email to be added to the official Proposer List to receive the RFP document and any addenda. Clarification requests are due by November 12, 2026, at 2:00 PM. Final proposals must be submitted digitally by November 19, 2026, at 2:00 PM. Proposers must acknowledge all addenda in their cover letter or face disqualification.
