Owner’s Advisor Services

The government authority in Texas requires a vendor to provide on-call owner’s advisor services for developing multiple community solar and Battery Energy Storage Systems (BESS) projects on County-owned sites. The selected advisor will act as an extension of staff across the project lifecycle, performing design reviews, Investment Tax Credit (ITC) compliance monitoring, interconnection support, budget validation, construction oversight, acceptance and performance testing, and turnover assistance. Eligibility is limited to US organizations performing the work onsite. All questions regarding the opportunity must be submitted no later than November 5, 2026. Applicants must submit a signed Request for Qualifications Acknowledgment certifying that the submittal is made without collusion or fraud.
