County of Hawai'i LEO Satellite Terminals and Pooled Data Service

The Department of Water Supply, County of Hawai‘i, is issuing an Invitation for Bids (Material Bid No. 2026-23) to procure portable low-earth-orbit (LEO) satellite communications terminal kits and pooled data service. The required scope includes portable LEO satellite terminal kits with integrated wireless LAN access points, one Type R ruggedized LEO satellite terminal kit featuring a separate wireless LAN router and dual-input power supply, service-line activation, a shared pooled data allocation, account administration, usage monitoring, alerting, and technical support. Eligibility is restricted to USA onshore organizations. Bids must be properly executed, signed, and delivered directly to the Office of the Manager-Chief Engineer or uploaded through the official procurement system using the exact legal name of the bidder. Bidders seeking to offer material substitutions must secure written approval from the Department prior to submitting their bid, including a listing of any deficiencies relative to the specifications. Award will be made to the lowest responsible bidder. Bidders must submit required tax clearance certificates or certification letters from the IRS and relevant agencies prior to contract award.
