Public Relations and Marketing Services for Fiber-to-the-Home Expansion

The Eastern Shore of Virginia Broadband Authority seeks proposals for comprehensive public relations and marketing services. The selected vendor will formulate strategic communications plans, execute paid digital campaigns, handle crisis communications, manage website maintenance and UI/UX enhancements, and deliver graphic design assets to promote residential Fiber-to-the-Home expansion and commercial capabilities. Eligible applicants must be USA onshore organizations, and corporations, limited liability companies, or partnerships must be properly registered with the Virginia State Corporation Commission. Offerors must submit proposals electronically as two separate text-searchable PDF files through Virginia eVA by December 8, 2026, at 2:00 PM EST. The authority will hold an optional pre-proposal conference on November 12, 2026, and all written inquiries are due via email by November 19, 2026, at 2:00 PM EST. An evaluation committee will evaluate proposals based on past experience, organizational stability, and technical approach rather than lowest price alone. The resulting contract will run for three years, with options for two one-year renewals.
