Winter Shelter Temporary Lodging Services for the City of Champaign

The City of Champaign Equity and Engagement Department requests proposals for winter shelter temporary lodging services. The selected vendor must provide approximately 60 hotel rooms for winter sheltering unhoused individuals from November 2026 through April 2027. Eligible applicants are onshore US organizations that are current on any City Hotel/Motel taxes. Vendors may submit proposals online through the OpenGov eProcurement portal or via hard copy with an original plus one copy delivered to the department. Submissions are due by 12:00 am on November 16, 2026, and all questions must be submitted no later than November 11, 2026. Proposals must include firm qualifications, two references, addenda acknowledgments, a Disclosure Affidavit, an Affirmative Action Report Form, and a CDAP Utilization/Good Faith Efforts Form.
