Silver Spring Township Trail Feasibility Study Services

The Board of Supervisors of Silver Spring Township seeks proposals for a one-time contract to conduct a feasibility study of the top five potential trail connections within the township. The selected consultant must deliver a comprehensive feasibility report, stakeholder and public engagement, field and natural resource analyses, maintenance recommendations, and trail branding. The project team must be led by a qualified design professional, such as a Landscape Architect, Civil Engineer, or licensed professional with PA licensure, and adhere to Pennsylvania DCNR requirements. Interested firms must submit sealed proposals, consisting of one hard copy and one flash drive, to Tess Lehman, Parks and Recreation Manager, no later than November 30, 2026. Submissions must include firm qualifications, municipal references, detailed work procedures, a project schedule, and an itemized cost proposal showing hourly rates and hours per work element to establish a binding contract price. Evaluation and selection will proceed through competitive negotiation rather than price alone.
