City of Champaign Request for Proposals for Winter Shelter Coordination Services

The City of Champaign Equity and Engagement Department seeks a qualified onshore US vendor to deliver onsite winter shelter coordination services aligned with the Homelessness Prevention Blueprint. The selected vendor must coordinate services at an identified location of approximately 60 rooms, convene a circle of direct support providers, oversee assigned case management staff, collect data, and develop case plans to transition guests into long-term housing options. Interested vendors must submit questions by November 11, 2026. Proposals are due by 12:00 am on November 16, 2026, submitted either online through the City's eProcurement portal or via hard copy with one original and one copy. Submissions must include two references, addenda acknowledgments, executed contract authority documents, a Disclosure Affidavit, an Affirmative Action Report Form, and a CDAP Utilization form.
