Veterans Affairs Supportive Housing Project Based Vouchers Services

The Housing Authority of the County of San Bernardino seeks proposals from onshore USA organizations for Veterans Affairs Supportive Housing (VASH) Project Based Vouchers (PBV). The selected vendor will perform offsite work to support affordable housing operations for vulnerable populations, including veterans, individuals with disabilities, and seniors. Applicants must submit proposals incorporating mandatory forms, including Exhibits A through D, HUD Forms 5369B, 5369C, and 5370, and relevant local payment and utility allowance schedules. Evaluations assess criteria such as accessibility and access to amenities (10 points), owner or manager experience (20 points), property design (5 points), and compliance with a Housing First approach (15 points). All questions must be submitted no later than November 16, 2026.
