Code Blue and Code Red Negotiated Acquisition Services

The buyer seeks a contractor to provide on-demand outreach and supplemental staffing during Code Blue and Code Red emergency weather activations in New York. Field staff will walk significant distances across high-need areas to engage unsheltered individuals and encourage them to come indoors, while tracking activities via designated reporting tools. Eligible organizations must be United States entities with an active PASSPort account and an approved Health and Human Services Prequalification Application. Applicants must submit proposals electronically through PASSPort, with all questions due by November 10, 2026. The evaluation committee rates proposals based on organizational capability (25 percent), experience (20 percent), emergency activation services (20 percent), data monitoring and reporting (15 percent), staffing plan (10 percent), and budget management (10 percent). The anticipated contract term runs from December 1, 2026, to November 30, 2029, with a three-year renewal option.
