Passaic County Non-Secure Temporary Crisis Shelter and Stabilization Services Grant

The County of Passaic requests bid proposals for non-secure, temporary crisis shelter and stabilization services administered by the Passaic County Department of Human Services. These services provide youths experiencing a family or behavioral crisis with immediate, safe, structured, developmentally appropriate, and least-restrictive temporary placement while stabilization, family engagement, service coordination, and discharge planning occur. Eligible applicants must be qualified onshore USA organizations that demonstrate substantive experience and expertise in youth and family services. Interested parties are urged to attend a pre-proposal meeting on November 12, 2026, at 2:30 PM in person or via live stream. Applicants must submit proposals using County-supplied forms, delivering one original, two paper copies, and one electronic copy on CD or USB flash drive by November 24, 2026, at 10:30 AM prevailing time. Submissions must be delivered to the Passaic County Procurement Center via hand delivery, certified mail, or overnight delivery.
