City of Philadelphia Municipal Advisory and Fiduciary Services Pool

The City of Philadelphia Office of the City Treasurer seeks proposals from qualified institutions to serve as Municipal Advisors within an eligible pool. Selected advisors will provide financial guidance, fiduciary services, and debt transaction support, including advising on financing structures, managing Bond, Note, and line of credit transactions, coordinating credit enhancement strategies, and delivering market pricing and trading performance reports. Qualified firms must be registered with the Municipal Securities Rulemaking Board and must operate as US organizations performing work onsite. Applicants must submit questions by November 12, 2026. Complete proposals are due electronically through eContract Philly no later than 5:00 PM Philadelphia Time on December 14, 2026. Submissions require statements of qualifications, at least three client references, mandatory political contribution disclosures, and a detailed fee structure proposal confirming no fee increases for five years. The City will consider local impact as a significant evaluation factor.
