Printing, Mailing, Advertising, and Signage Services for the City of Havre de Grace

The City of Havre de Grace seeks proposals for an annual contract to fulfill its printing, publishing, and mailing requirements. The scope of work encompasses recurring monthly, seasonal, and annual jobs, including newsletters, postcards, reports such as the annual water report, vinyl banners, corrugated plastic signage, and plastic sandwich boards. Eligible applicants must be onshore USA organizations with at least five years of demonstrated industry experience, maintain a postage permit, and hold good standing with the State of Maryland and Harford County with no outstanding taxes. Contractors must also submit an IRS Form W-9, a business license, and evidence of required insurance covering workers' compensation, employer's liability, general liability, and automobile liability. Vendors must submit all project questions through the Beacon Bid platform by 5:00 p.m. on November 16, 2026. Proposals are due electronically via the Beacon Bid platform by 2:00 p.m. on November 25, 2026. The City will evaluate submissions using a best-value method considering responsiveness, qualifications, competence, and experience. The initial contract term is one year, running from December 1, 2026, through November 30, 2027, with options for three additional one-year extensions.
