Town of Eastham Housing Needs Assessment and Long-Range Community Housing Plan Services

The Town of Eastham seeks qualified vendors to create a Housing Needs Assessment, a Long-Range Community Housing Plan, and a Five-Year Housing Production Plan. The requested scope includes developing and implementing a customized community engagement plan, preparing a draft housing needs assessment, formulating and evaluating housing goals and strategies, and performing onsite work in Eastham, Massachusetts. Only onshore United States organizations are eligible to submit proposals. Interested parties must submit all inquiries no later than November 24, 2026. Proposers must submit their proposals in the required formats to the Administration Offices at Eastham Town Hall by 2:00 p.m. on December 3, 2026. Proposals meeting or exceeding the minimum criteria will be rated against specific evaluation criteria, and an unacceptable rating in any single criterion may eliminate a proposal from further consideration. The town reserves the right to reject nonresponsive or nonresponsible proposals.
