WorkEx Strategic Resourcing Consultant Services for Sustainable Funding Strategy

Pacific Mountain Workforce Development Council seeks a strategic resourcing consultant to develop an evidence-based, multi-year sustainable funding strategy that ensures operational continuity and reduces dependence on short-term grants. The selected contractor will conduct funding analyses, perform financial modeling, evaluate viable public, private, and philanthropic revenue models, assess relevant partnerships, and outline an actionable implementation roadmap. Eligible onshore USA organizations must be qualified to receive public and federal funds. Contractors will perform work offsite between February 1, 2027, and June 30, 2027. Bidders must submit electronic PDF proposals via email or online by 12:00 PM PT on December 4, 2026. A bidders conference takes place on November 9, 2026, at 3:00 PM PT, and all questions are due by November 16, 2026. Proposals will be evaluated on a 100-point scale assessing relevant experience, expertise, proposal quality, past performance, and overall cost.
