Progressive Design-Build Services for the South Cobb Water Reclamation Facility Expansion

Cobb County Water System seeks a design-builder to provide professional, construction, and commissioning services for the expansion of the South Cobb Water Reclamation Facility. The progressive design-build project will expand the facility's permitted capacity from 40 million gallons per day maximum month flow to 50 million gallons per day. Eligible proposers and key firms must hold Georgia licenses for the work, specifically a valid Georgia Utility Contractor License and/or a Georgia Commercial General Contractor License, alongside a licensed Engineer of Record and capacity for 100 percent performance and payment bonds. The County restricts eligibility to onshore U.S. organizations and requires onsite performance in Austell, Georgia. The estimated project budget ranges between $300 million and $400 million. The County will evaluate concurrently submitted technical qualification and cost proposals using a single-step, best-value selection process to find the most favorable combination of qualifications and pricing. Proposers must submit responses electronically via the County's eProcurement system by the estimated deadline of February 25, 2027.
