CLASSIFICATION AND COMPENSATION STUDY — THE CITY OF SOUTH SAN FRANCISCO

The City of South San Francisco seeks proposals from qualified onshore U.S. consultants to conduct a total compensation study for all city job classifications and classification studies for selected positions. The selected firm will review compensation structures, collect benchmark data from comparative agencies, analyze job inventories, conduct interviews, and deliver draft surveys to support salary negotiations. Performance of the work will be offsite. Applicants must submit proposals limited to twenty pages, inclusive of a transmittal letter, staffing details, three client references, and a fee proposal outlining hourly rates or flat fees alongside an estimated total cost. Proposers must email electronic PDF submissions or upload them to OpenGov.com by 5:00 p.m. PST on November 30, 2026. Questions must be directed to Leah Lockhart in writing by November 13, 2026. The city will evaluate proposals based on team qualifications, prior experience, and the cost and availability of services.
