Municipal Bond Counsel Professional Services Contracts for the Borough of Laurel Springs

The Borough of Laurel Springs solicits statements of qualification for a municipal bond counsel to serve as its primary legal representative for public debt instruments, including bonds and bond anticipation notes. The selected attorney or firm will perform legal research, prepare resolutions, ordinances, contracts, and other required legal documents. Appointments are scheduled for the 2027 calendar year and subject to contract execution. Only USA-based firms with at least 10 years of public entity representation experience and at least two licensed professionals focused on public entity advising are eligible. Applicants must designate one primary licensed professional in good standing and maintain sufficient support staff. Applicants must submit hourly billing rates for assigned employees and list all present municipal clients. Applicants must submit two sealed copies of their proposal by hand delivery or mail to the Borough Clerk by 10:00 a.m. on November 19, 2026. Submissions by fax, telephone, or email are prohibited.
