Request for Proposals for Counsel for The Zoning Board of Adjustment

The City of Elizabeth Zoning Board of Adjustment requires legal services from qualified law firms to serve as board counsel. The selected counsel will provide legal advice, research, and additional legal services for the board. The lead attorney must be admitted to practice law in New Jersey for a specified duration and possess at least five years of legal experience servicing the City of Elizabeth or other municipal governments. Proposers must submit one original and two copies of their proposal statement by 4:00 P.M. on November 24, 2026, delivered to Phyllis Reich in Elizabeth, NJ. Technical proposals must outline assigned staff qualifications, and cost proposals must detail hourly billing rates. Submissions must also include an Affirmative Action Compliance Notice and a Disclosure of Investment Activities in Iran form. The contract term runs from January 1, 2027, through December 31, 2027. The board will evaluate proposals based on established weighted criteria to select the most advantageous offer.
