City of Salem Municipal Legal and Ordinance Prosecution Services

The City of Salem, Missouri, requests letters of interest, statements of qualifications, and fee proposals from qualified Missouri attorneys and law firms to deliver municipal legal services. The selected counsel will provide City Attorney and municipal ordinance prosecution services beginning January 1, 2027, with the city preferring proposals based on fixed monthly compensation for routine legal work. Eligible designated City Attorneys must be licensed, practicing in Missouri, and in good standing. Candidates must submit one printed original and one searchable electronic PDF on a thumb drive in a sealed envelope to the Office of City Clerk by November 30, 2026, at 3:00 p.m. Central Time. The city evaluates proposals based on past performance with similar municipal work, experience and qualifications of assigned staff, ability to respond and provide backup, references, service approach, conflicts, availability, and a separate cost review. Evaluators will also apply any required Dent County bid preference under City code.
