Develop and Administer Insurance Licensing Examination Testing Services

The State of New Mexico Office of Superintendent of Insurance requires a contractor to develop and administer insurance licensing examinations testing knowledge of insurance law, practice, duties, and competence. The contractor must maintain a secure question bank, administer exams in English and Spanish for multiple producer lines, provide remote testing services, score exams, issue score reports, and transmit exam data to the Superintendent, NIPR, and NAIC. Only onshore USA organizations are eligible to bid, and the work must be performed offsite at the vendor's premises. Vendors must submit questions no later than November 10, 2026, and deliver electronic-only proposal submissions by December 1, 2026.
