Sanford Housing Authority General and Specialized Legal Services

The Sanford Housing Authority requests proposals from qualified law firms or attorneys to provide general and specialized legal services on an as-needed basis. The requested scope covers corporate governance, HUD regulatory compliance, real estate and development transactions, procurement and contract review, litigation and administrative hearings, employment law, and fair housing and civil rights compliance. Attorneys performing work under the contract must hold a current license to practice law in the State of North Carolina, and eligible organizations are limited to onshore USA entities. Offerors must submit questions by November 16, 2026, at 3:30 p.m. EST to [email protected]. Separate sealed proposals must be delivered to the Authority's Central Office in Sanford, NC, by November 26, 2026, at 1:00 p.m. EST. Pricing must be enclosed in a separate sealed envelope from the technical proposal and include an hourly rate schedule by classification, any flat fee or retainer arrangements, and feasible not-to-exceed estimates.
