Houston City College Organizational Efficiency Assessment Services

Houston City College seeks an onshore contractor to provide organizational efficiency assessment services for a two-year contract period. The contractor will evaluate the college's organizational structure, business processes, resource allocation, service delivery models, operational procedures, and use of technology to identify cost reductions, eliminate duplication, and improve institutional performance offsite. A non-mandatory virtual pre-proposal meeting is scheduled for November 16, 2026, at 2:00 p.m. CST, and written questions are due by November 17, 2026, at 5:00 p.m. CST. Proposers must submit proposals electronically through the Bonfire portal by December 11, 2026, at 2:00 p.m. CST, as paper, email, and fax submissions are prohibited.
