The buyer requires a contractor to provide a cloud-based utility payment ecosystem, notification, customer communication, and enterprise integration services. The selected vendor must supply all labor, software, hosting, implementation, testing, training, and ongoing operational support for a solution that supports utility billing operations, customer payments, treasury operations, and financial reconciliation. Only USA organizations operating onshore are eligible to bid, and performance of the work will take place offsite. Prospective vendors may attend a non-mandatory pre-bid meeting on October 9, 2026, and must submit all questions no later than October 15, 2026. The prospective bidders are asked to submit proposals for the project budget. The buyer will establish a contract period spanning ten years.
