Clackamas County seeks proposals for a modern, device-agnostic, cloud-hosted LMS-eLearning System that includes high-quality off-the-shelf training content. The solution must support synchronous and asynchronous training, provide 24/7 access, offer differentiated administrative permissions, handle at least 2,800 active users, retain data for 2,000 inactive users, and scale for future growth. Eligibility is restricted to onshore USA organizations performing the work offsite. Applicants must submit proposals electronically via BidLocker by November 5, 2026, at 2:00 PM Pacific Time. The deadline for protests of specifications is October 8, 2026, at 5:00 PM Pacific Time, and clarifying questions are due by October 29, 2026, at 5:00 PM Pacific Time. An evaluation committee will score responsive written proposals using criteria such as the ability to meet system objectives, features, and requirements, and may conduct interviews or presentations with the highest-scoring proposers prior to contract negotiations.
