Workforce Innovation and Opportunity Act Title I Adult and Dislocated Worker Services

SCPa Works seeks proposals from qualified onshore USA organizations to deliver Workforce Innovation and Opportunity Act Title I adult and dislocated worker services across Adams, Cumberland, Dauphin, Franklin, Juniata, Lebanon, Perry, and York Counties in Pennsylvania. Selected providers will deliver comprehensive workforce development activities, integrate with the PA CareerLink system, maintain electronic data and records in CWDS, and meet regional performance goals. Interested proposers must submit all questions by November 20, 2026, and attend a mandatory pre-bid meeting on November 24, 2026. Proposals may be submitted digitally via email or online for an initial contract period running from July 1, 2027, through June 30, 2028. A formal review panel will evaluate submissions based on proposal scores, risk assessment results, and optional interviews to recommend awards for negotiated cost-reimbursement contracts.
